Ruler Consult (RULER) is a specialist construction risk engineering and management consultant. It is our commitment to assist the site teams and stakeholders to reduce the risk profile and exposures of their projects to ALARP by reviewing project documentation and visiting construction sites regularly. The primary aim is to assess the actual risk exposures which the project teams are facing and share experiences of best practice from similar projects across all regions of the world. The objective is to work in partnership with all the project stakeholders by helping to practically evaluate the major construction risks through providing an independent view, taking due consideration of the construction insurance policy and cover in place.

The spread of Coronavirus is unprecedented and it has dramatically affected the global supply chain, the normal course of businesses and the life of people and families. Given the mobility and business restrictions imposed in various regions in order to limit the spread of the disease, it may be possible that some projects or worksites face a decelerated productivity rate or a partial or complete shutdown state. This memorandum offers advice for the mitigation of typical risks under these circumstances.

RULER remains available to provide remote surveys in order to establish that sufficient practical steps and measures and the necessary actions have been taken to safeguard the project and ensure the safety and security of the site. The purpose of the remote survey is to achieve the following:

  • Obtain an insight into the risk exposures at the time of the survey and receive confirmation of the scope of works (i.e. any changes from the time of inception of insurance or from the previous survey unless otherwise already notified by the time of the survey)
  • Update on progress versus schedule, including cash flow
  • Review the status of the ongoing works and assess any emerging risks for the next 6/12 months
  • In case of partial or complete shutdown, ensure that workfronts and site areas at standstill are safe, secured and safeguarded and recommend appropriate contingency provisions and mitigation measures
  • Review of the project risk management programme and plans/procedures, including risk registers
  • Evaluate how hazards and risks specific to different stages of the project works are being managed and compare with best practice
  • Confirm how lessons learned are/will be shared between contracts/sectors
  • Update on losses/claims (contractual and insurance related-nature not value)
  • Undertake a virtual site tour to view the construction works
  • Discuss the risk exposures at a ‘close out’ teleconference meeting and present any suggested risk improvement recommendations for implementation
  • Follow up on the implementation of any risk improvement recommendations made in the last survey/visit
